摘　　要：对新《档案法》和《归档文件整理规则》有关档案属概念及组成成分的规定与表述进行梳理,认为《归档文件整理规则》的有关组成档案成分概念应当统一到新《档案法》上,就是用“材料”替代“文件”作为组成档案成分的概念。This paper summarizes the archive-related conceptions and the provisions of archive compositions in the new Law of Archives and The Arrangement Rules for Archive Documents.It is believed that the archive-related conceptions in The Arrangement Rules for Archive Documents should be unified into the new Law of Archives,which means that archive materials should take the place of documents as the central concept of constituents of Archives.
