乡村振兴战略背景下农村土地利用中的生态补偿现状研究

摘　　要：农业用地及其他生态利用土地是农村土地生态服务功能的主要载体。随着城乡统筹发展的逐步推进,新农村建设持续开展到乡村振兴的全面铺开,农村建设占用农用地及未利用地的总量不断攀升。在农村快速的建设发展中,常以经济的发展和社会服务为主要评价指标,忽视农村生态服务的重要性,导致农村土地生态服务功能弱化。通过对安徽农村的走访,发现乡村振兴背景下建设占用农用地和其他具有生态功能的土地的情况较为普遍,本文调查农民对农村土地生态功能的认识以及生态补偿意识等,分析乡村振兴进程对农村土地生态功能的影响,以及在补偿中存在的问题,提出在乡村振兴背景下保护农村土地生态服务功能、进行生态补偿的建议。Agricultural land and other ecological used land is the main carrier of rural land ecological service function.With the gradual advancement of the coordinated development of urban and rural areas,the construction of the new countryside continues to carry out.With the comprehensive spread of rural revitalization,the total amount of agricultural land and unused land which is occupied for rural construction continues rising.In the rapid construction and development of rural areas,economic development and social services are often taken as the main evaluation indicators.The importance of rural ecological services is ignored,which is leading to weaken the ecological service function of rural land.By visiting rural areas in Anhui Province,we found that the construction of rural revitalization occupied agricultural land and other land with ecological function,investigated the understanding of rural land ecological function and ecological compensation consciousness,analyzed the influence of rural revitalization process on rural land ecological function and the problems in compensation,and proposed the ecological compensation in the background of rural revitalization.
