新形势下乘警勤务机制改革的几点思考--以广州铁路公安处为例

摘　　要：铁路乘警是集中反映铁路公安特点的重要警种,是展现铁路公安机关职能作用的重要窗口。当前,因跨区域问题、列车执法环境及值乘工作特殊性、分散性等,决定了乘警“兼职多岗、一专多能”,尤其面对高铁动车不断增加、新线陆续开通等实际问题,现有的乘警勤务体制已无法满足新形势下工作需要。因此,迫切需要从以警务机制改革着手,以优化模式、规范管理和提升效率为突破口,进一步深化乘警勤务体制改革,全面提升警务效能,使乘警更好地担负起维护旅客列车治安秩序、保卫列车运行安全和旅客生命财产安全的重任。The police on the train are essential,whose efforts present the features of railway public security,showcasing the functions of railway public security organs.At present,considering the features of cross-regional service,law enforcement on the train,particularity and independence of the work,the police on the train are in multiple roles and all-rounders.Especially as the increasing operation of high-speed vehicles and the newly-built lines,the current police service of train officers no longer adapts to the new situation.Thus,it is urgent to start the reform of service mechanism from optimizing the service modes,regulating the management and promoting the efficiency.Furthermore,the deepening reform of the police service on the train should be insisted to comprehensively enhance the police efficiency,so that the police can serve better for the public orders on passenger trains,the security of the train operation and protect passengers’life and properties.
