摘 要:重庆市綦江城区是典型的长江上游山区性河岸城市。近些年来,由于城市沿河扩建挤压行洪空间、防洪工程体系薄弱、河道构筑物阻水等原因,导致洪灾损失巨大,引起了社会广泛关注。通过开展水文分析计算,明晰了洪水组成及特征,提出了修建控制性水库、拆迁避让及实施河道整治、堤防建设的“三步”防洪策略;并借助于数学模型计算了不同整治措施的效果,创新地提出了綦江城区“扩-退-挡-蓄-管”综合治理的防洪治理思路。结果表明:提出的防洪治理思路可以使綦江城区达到50 a一遇防洪标准的治理需求。研究成果可为长江上游城市防洪规划建设提供借鉴。Chongqing City is a typical mountainous riparian city in the upper reaches of Yangtze River.In recent years,due to the urban expansion along the river squeezing the flood discharge space,weak flood control engineering system,water blocking by river structures and other reasons,huge flood losses have caused widespread concerns in society.Through hydrological analysis and calculation,we clarified the flood composition and characteristics,put forward a three-step flood control strategy of building control reservoir,resettlement and river regulation and embankment construction.We calculated the effect of different regulation measures through mathematical model,and innovatively purposed the flood control idea of"expansion-retreat-retaining-storage-management"in the main urban area of Qijiang District.The results show that the purposed flood control idea can make the Qijiang District meeting the governance needs of 50-year flood control standard.The research results can provides reference for the flood control planning of upstream cities.
