城市型风景区大型文化活动公共安全风险评估实证研究

摘　　要：城市型风景区作为城市景观的重要组成部分和城市文化承载地,成为诸多大型活动青睐的场所,但同时也是活动安全事故易发场所之一。考虑到城市型风景区举办大型文化活动的场所特性和易发公共安全事件的类型,对活动场所各区域进行典型安全风险辨识,在此基础上通过建立风险指数定量评价模型综合评价西安大唐芙蓉园中秋晚会活动的相对现实风险,分析得出活动的安全风险等级,并查找活动组织实施过程中存在的高风险安全隐患,提出相对应的风险防控措施,以确保此类大型活动今后的公共安全。As an important part of urban landscape and the carrier of urban culture,urban scenic spots have become the favorite places for many large-scale activities,but they are also one of the places where safety events are prone to occur in activities.Due to the features and types of safety incidents,typical safety risks are identified in each area of the activity spots.On this basis,the relative real risk of the 2016 Xi an Datang Furong Garden Mid-Autumn Festival Gala is evaluated by establishing an index quantitative risk evaluation model.The safety risk level of this event and high risk hidden dangers has been found out,and then this paper shows some possible corresponding measures to prevent and control the high risks for public security of such large-scale cultural activities.
