摘　　要：从习近平总书记关于科技创新重要论述的总体框架和核心观点出发,运用战略思维、历史思维、辩证思维、创新思维、法治思维、底线思维、系统思维诠释创新引领的内涵,梳理习近平总书记关于创新引领的重要论述与中国创新学派重要理论成果的逻辑关系,初步探析创新引领的核心要义和学理框架。创新引领是以社会主义现代化强国和世界科技强国战略为指引,以国家安全为底线,通过“求真—求美—求善”的有意义创新引领高质量发展,旨在为中国人民和人类命运共同体创造经济价值和非经济价值。General Secretary Xi Jinping's important expounding on science,technology and innovation has systematically answered such major questions as"why to innovate","what is innovation","for whom to innovate","by whom to innovate","for what goals to innovate","how to innovate",and"how to catch up".Xi Jinping has profoundly grasped the principles of economic and social development in the new era and makes the important conclusion that"Innovation is the primary driving force for development",which is a major theoretical innovation on such issues as"what are productive forces"and"how to develop productive forces."It is the logical starting point of the system of Xi's innovation theories.Based on the general framework and the core viewpoints of Xi Jinping's important expounding on science,technology and innovation,this paper applies strategic thinking,historical thinking,dialectical thinking,innovative thinking,legal thinking,bottom-line thinking and systematic thinking to interpreting the connotation of"Innovation as Leading Impetus".It attempts to find out the logical relationships between Xi Jinping's important expounding and the important theoretical achievements of the Chinese Innovation School,and to explore the core meaning and the theoretical framework of"Innovation as Leading Impetus".Innovation goes beyond the domain of science and technology;it leads development,and lies in the core position of the impetus for development.In addition to its economic value,innovation should include values along such dimensions as social welfare,national strategy and human sustainable development.Guided by the strategy of great modern socialist country and a leading power in science and technology,with national security as the bottom line,"Innovation as Leading Impetus"is carried forward by"meaningful innovation"of"pursuing truth-beauty-goodness"to lead high-quality development,and to create economic and non-economic values for the Chinese people and a community with a shared future for mankind.To implement"Innovation as Leading Im
