科技人才集聚与经济高质量发展:技术红利还是结构红利?

摘　　要：高质量发展离不开高质量人才的驱动。以科技人才为支撑,加快推进技术创新和结构优化,是实现经济高质量发展的重要路径。基于2009—2017年我国30个省(区市)的面板数据,实证检验了科技人才集聚对经济高质量发展的影响及作用机制。研究表明:科技人才集聚有利于促进经济高质量发展;随着科技人才集聚水平提升,科技人才集聚对促进地区经济高质量发展的边际贡献呈现逐渐增强趋势。作用机制检验表明:技术红利与结构红利是科技人才集聚促进经济高质量发展的重要路径;技术红利主要来源于科技人才集聚促进了自主研发,进而有利于经济高质量发展,而技术模仿的负向中介效应不利于经济高质量发展;结构红利主要来源于科技人才集聚推动了产业结构高级化,进而有利于经济高质量发展,而产业结构合理化的中介作用不显著。最后,为更好地发挥科技人才集聚红利,进而促进经济高质量发展提供了政策启示。High-quality development is inseparable from high-quality talent-driven development.As the main body of scientific and technological innovation and technological progress,scientific and technological talents are the core elements to improve the level of economic development and industrial competitiveness,and play an important role in promoting high-quality economic development.The large-scale gathering of scientific and technological talents has induced the differences of economic growth mode and quality among regions.Supported by scientific and technological talents,accelerating technological innovation and structural optimization is an important path to achieve high-quality economic development.Therefore,it is of great practical significance for improving the quality of economic growth to explore the relationship between the agglomeration of scientific and technological talents and the high-quality development of economy,and how to realize the transformation from relying on scientific and technological talents to promoting economic development to innovation-driven mode.This paper selects panel data of 30 provinces(municipalities and autonomous regions)in China from 2009 to 2017,and empirically tests the impact of scientific and technological talent agglomeration on high-quality economic development by using fixed effect model and panel quantile model.Besides,the mediating effect model is further used to reveal the path mechanism of the agglomeration of scientific and technological talents affecting the high-quality economic development from the perspective of technological dividend and structural dividend.Finally,this paper aims to provide policy enlightenment for promoting the dividend release of scientific and technological talents gathering and realizing high-quality economic development.Research shows that the agglomeration of scientific and technological talents is conducive to promoting high-quality economic development,and with the improvement of the agglomeration level of scientific and technological ta
