摘　　要：加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局是关系中国发展全局的重大战略任务,超大规模市场对于新发展格局的构建能够发挥重要作用。中国超大规模市场不仅规模大,而且具有体系完整、层次丰富、高速增长、持续升级的特点。从国内大循环来看,中国超大规模市场日益成为经济增长的重要推动力,孕育出完整的产业体系和产业需求,是中国经济韧性的重要来源、应对逆全球化的坚强屏障、打破“卡脖子”制约的有力保障,为科技和产业“弯道超车”提供了更多机会。从国内国际双循环来看,超大规模市场是国内国际双循环的坚实基础,超大国内市场支撑下的产业链难以替代,产业结构升级推动国内国际双循环不断深化,超大规模市场锤炼的产业能力有利于更好开拓国际市场。当前,中国国内市场仍然存在与新发展格局不相适应的地方,需要通过扩大居民消费、优化政府消费结构、推进产业升级、深化改革开放,更好地发挥超大规模市场对构建新发展格局的支撑和促进作用。Accelerating the construction of a new development pattern with the domestic big cycle as the main body and the mutual promotion of domestic and international dual circulation is a major strategic task related to China’s overall development.The ultra-large-scale market can play an important role in the construction of the new development pattern.China’s ultra-large-scale market is not only large in scale,but also has the characteristics of complete system,rich levels,rapid growth and continuous upgrading.From the perspective of domestic circulation,China’s ultra-large-scale market has increasingly become an important driving force for economic growth,bred a complete industrial system and industrial demand,which is an important source of China’s economic toughness,a strong barrier to counter globalization,a strong guarantee to break the"neck"constraints,and provides more opportunities for“overtaking in corners”of science and technology and industry.From the perspective of domestic and international dual circulation,the ultra-large-scale market is a solid foundation for domestic and international dual circulation.The industrial chain supported by the ultra-large-scale domestic market is difficult to replace.The upgrading of industrial structure promotes the continuous deepening of domestic and international dual circulation.The industrial capacity tempered by the ultra-large-scale market is conducive to better developing the international market.At present,there are still places in China’s domestic market that do not adapt to the new development pattern.It is necessary to give better play to the role of the ultra-large-scale market in supporting and promoting the construction of the new development pattern by expanding residents’consumption,optimizing government consumption structure,promoting industrial upgrading and deepening reform and opening up.
