复杂适应系统视角下的社区公共服务价值共创:一个分析框架

摘　　要：基于公共服务逻辑,在社区公共服务价值创造中,社区居民扮演服务价值创造者角色,街头官僚成为服务价值创造的促进者和共同创造者,二者形成了价值创造者代理人关系。在社区公共服务复杂适应系统中,价值创造者代理人关系只是二者互动关系的典型特征之一,在宏观和中观环境影响下,图式、资源和情感能量等会影响社区公共服务系统中互动关系的选择及其结果。分析表明,价值创造者代理人关系为重新思考公共服务组织与服务使用者、政府和个体的关系提供了概念框架,服务使用者(人民)对“美好生活的向往和追求”应该成为理解这种关系的核心。需要指出的是,这种价值创造者代理人关系的探讨主要涉及“单一价值创造者代理人”关系,并没有关注“多价值创造者代理人”关系的构建与维护,这为日后研究提供了拓展空间。Based on the logic of public service,in the value creation of community public service,community residents play the role of service value creators,while street bureaucrats become the promoters and co-creators of service value creation,and the relationship between value creators and agents is formed.In the complex adaptive system of community public service,the value creator-agent relationship is only one of the typical characteristics of the interaction between the two.Under the influence of macro and meso environment,the schemas,resources and emotional energy of value co-creators will affect the choice and outcome of the interaction relationship in the community public service system.The analysis shows that the value creator-agent relationship provides a conceptual framework for rethinking the relationship between public service organizations and service users,the state and the society,and the service users'(people's)yearning and pursuit for a better life should be the core of understanding this relationship.It should be pointed out that the discussion of this kind of value creator-agent relationship mainly involves the relationship of“single value creator-agent”,and does not pay attention to the construction and maintenance of the relationship of“multiple value creator-agent”,which provides space for further research.
