摘 要:实现碳达峰、碳中和是我国的重大战略决策,是生态文明建设的重要内容,事关中华民族永续发展和构建人类命运共同体。城市贡献了社会全部的85%的直接碳排放,城市碳达峰是我国实现碳达峰目标的关键。建设低碳城市,需要加强顶层设计,构建低碳城市规划技术内容和方法工具体系。城市碳达峰规划是一个多专业、跨学科的复杂规划技术体系。编制城市碳达峰规划,需在摸清城市碳排放清单的基础上,结合未来城市发展情景,确定城市碳达峰的路径与实施方案。提出了编制城市碳达峰规划应重点关注的10个领域,即土地利用、产业、能源、交通及物流、街区与建筑、供排水、废弃物处置、生态环境、智慧信息、历史人文等。并就区域、城市、社区三个不同的空间尺度,提出了相应的控制指标和技术策略。提出的51项指标及121项技术策略,可以初步搭建起城市碳达峰规划编制的技术策略体系。Achieving carbon peak and carbon neutralization is a major strategic decision of China,an important content of ecological civilization construction,and related to the sustainable development of the Chinese nation and the construction of a community of shared future for mankind.Cities contribute 85%of the society′s total direct carbon emissions,and urban carbon peak is the key to achieve the goal of carbon peak in China.To build a low-carbon city,we need to strengthen the top-level design and build a low-carbon urban planning technology content and method tool system.Urban carbon peak planning is a multi-disciplinary and complex planning technology system.In order to make the urban carbon peak planning,it is necessary to find out the urban carbon emission inventory and determine the urban carbon peak path and implementation plan in combination with the future urban development scenarios.This study puts forward 10 areas that should be focused on in the preparation of urban carbon peak planning,namely land use,industry,energy,transportation and logistics,blocks and buildings,water supply and drainage,waste disposal,ecological environment,intelligent information,history and humanities,etc.The corresponding control indexes and technical strategies are put forward according to the three different spatial scales of region,city and community.The 51 indicators and 121 technical strategies proposed in this paper can initially build a technical strategy system for urban carbon peak planning.
