摘　　要：基于我国城市水管理现状问题,立足新发展阶段,结合雄安新区水系统管理的形势需求,提出以新时期治水方针为根本遵循,科学处理好水与自然、水系统、水与人、人与人之间关系,推行城市水系统的"一个尊重,五个统筹",推进人水和谐、水城共融、多元共治。将"全周期管理"理念融入雄安新区水系统管理,以闭环政策体系为路径,探索取水—供水—用水—净水—排水—循环利用全过程精细化管理。通过强化规划引领、推进体制改革、提升产业集中度、加强智慧化管理,实现城市水系统管理的要素全覆盖、职能全集成、运维全过程、管控全智能。Based on the analysis of the current situation of urban water management in China,and the practical needs of Xiong’an New Area in new development stage,this paper proposes‘one respect,five overall arrangements’tactics,taking the national water control policy as the fundamental follow,to deal with the relationship between water and nature,water system,water and people,and between people.Integrate‘full cycle management’into the water system of Xiong’an New Area,and take the closed-loop policy system as the path to explore the fine management of the whole process.By strengthening planning guidance,promoting system reform,improving industrial concentration and implementing intelligent management,full coverage of elements,functions,operation and intelligence of management can be achieved.
