摘　　要：作为基础性、全局性的社会经济制度,土地制度改革对乡村基础设施投融资具有深刻影响。从土地规划审批制度、土地一级开发制度、集体土地管理制度等三个方面,对党的十八届三中全会以来的土地管理细分领域改革进展进行简要分析,并探讨其对乡村基础设施融资需求、担保体系、授信审批、融资模式的影响,最后提出相关政策建议。As a fundamental and global social economic system,the reforming of land system has great influence on rural infrastructure financing.The reforming progress of land system since the third plenary session of the 18th CPC central committee is studied,from the aspects of land planning&approval,primary land development,and collective land management policy.Based on this,the paper analyzed the influences of land system reform on rural infrastructure financing demand,guarantee system,credit approval and financing models.Finally,the paper raised the policy suggestions to promote rural infrastructure financing.
