摘　　要：目前我国的行政法体系尽管已有各个板块的具体构型,但从总体上看仍存在一些结构性的错位,如理念法源低于规范法源、基本原则表述的具体化、地方立法个别环节周延于中央立法的错位、各部类典则分布不均等。行政法典总则的制定,为行政法体系的整合提供了良好契机,行政法体系的完善也依赖于行政法典总则的制定。通过行政法典总则整合行政法体系,可以采取定性行政法体系、勾画行政法轮廓、厘清行政法边界、确定行政法体系的内部结构、处置行政法体系与基他部门法的关系等进路。行政法典在对行政法体系进行整合以后,将形成以行政法治理念编、行政法原则编、行政组织法编、公物和公用事业编、行政程序法典编、行政救济法编、行政监督法编为内容的体系构型。At present,although China's administrative law system has specific configurations of various sections,overall there are still some structural dislocation,such as the ideal law is lower than the normative law;the expression of the basic principles is misplaced;the basic principle of expression of specific and dislocation of central legislation lags behind individual links of local legislation;the genres are unevenly distributed.The enactment of the general provisions of the administrative code provides a good opportunity for the integration of the administrative law system,and the perfection of the administrative law system also depends on the enactment of the general provisions of the administrative code.The administrative law system can be integrated through the general provisions of the administrative code by defining administrative law system,outlining administrative law,clarifying the boundary of the administrative law,determining the internal structure of the administrative law system,and dealing with the relationship between the administrative law system and other departmental laws.After the integration of the administrative law system,the administrative code will form a systematic configuration with the administrative law concept,administrative law principles,administrative organization law,public property and public utilities law,administrative procedure code,administrative relief law and administrative supervision law.
