党政统合动员:基层社会动员的组织联结与机制整合--以新时期村居法律顾问政策为例(2009-2021)

摘　　要：学界对社会动员的研究主要从政治动员或行政动员单一维度阐发,忽视了对政治动员和行政动员差异和统合的分析。本文从组织联结和机制整合两个维度建构党政统合动员的分析框架。我国社会动员整体受到党政体制的深刻塑造,在统合动员模式下,政治机制的灵活性和权威性与行政机制的常规性和技术性联结成为社会动员的基本运作机制,依托党政双科层结构的组织基础,政治机制和行政机制在相对独立的前提下实现有效整合,形塑出独特的“有统有分,统分结合”的社会动员特征。The existing literature on social mobilization is mainly from a single dimension of political mobilization or administrative mobilization and thus ignores the analysis of the differences and integration between political mobilization and administrative mobilization.Based on the review of western social mobilization theory and the changes of governance practice in the new era,this paper constructs an analytical framework of party-government integration mobilization from two dimensions of organizational connection and mechanism integration.China's social mobilization as a whole is deeply shaped by the party and government system.Under the integrated mobilization mode,the flexibility and authority of the political mechanism as well as the regularity and technicality of administrative mechanisms are linked into the basic operating mechanism of social mobilization.Relying on the organizational basis of the party and government dual bureaucratic structure,the political mechanism and the administrative mechanism achieve effective integration on the premise of relative independence and forma unique social mobilization feature of“combination of unity and division.”
