摘 要:为破解国内外配电网“瞬时故障安全消弧、永久故障快速隔离”的技术瓶颈,提出调控中性点电压的接地故障快速安全处置技术。针对瞬时接地故障,主动调控中性点电压,将故障点电压降低到故障电弧重燃电压以下,实现接地故障可靠消弧;针对永久性接地故障,调控中性点电压,升高故障相电压,增大高阻接地故障残流,精确测量线路介损等对地绝缘参数,实现高灵敏度接地保护;并提出“接地故障抑制-负荷转供-故障线段隔离”的控制策略,实现永久故障快速隔离和非故障区段负荷的不停电转供。研制了配电网接地故障快速安全处置成套装备,可安装于配电网中性点或线路台区,真型试验和现场运行表明:该技术可有效抑制单相接地故障引起的触电、起火、停电和过电压事故。In order to solve the technical bottleneck of“safe arc suppression of transient faults and rapid isolation of permanent faults”in distribution networks at home and abroad,a fast and safe disposal technology of grounding faults by regulating neutral point voltage is proposed.For instantaneous grounding fault,the neutral point voltage is actively regulated to reduce the fault point voltage below the fault arc reburning voltage,to realize reliable arc suppression.For permanent grounding fault,the neutral point voltage is regulated,the fault phase voltage and high resistance grounding fault residual current is increased,the line dielectric loss and other grounding insulation parameters are accurately measured,and the high-sensitivity grounding protection is realized.The control strategy of“ground fault suppression,load transfer and fault section isolation”is proposed to realize the rapid isolation of permanent faults and the uninterrupted transfer of loads in non-fault sections.A complete set of equipment for fast and safe disposal of grounding fault in distribution network is developed,which can be installed in neutral point or line station area of distribution network.The real test and field operation show that this method can effectively suppress the electric shock,fire,power failure andovervoltage accidentscaused by single-phase grounding fault.
