优化产业体系巩固脱贫攻坚成果路径研究——以河北省阜平县为例

摘　　要：河北省脱贫攻坚战已经取得决定性胜利。但同时亦面临着返贫情况出现的艰巨挑战。巩固脱贫攻坚成果、实现乡村振兴,已成为一个崭新的课题。而阜平县经过不懈探索,形成了多元的产业生态,其采取的一系列精准的产业扶贫举措,从弥补先天不足,转变发展思路,壮大农业发展规模;培育特色主导产业,借助“互联网+”加大营销力度;夯实产业体系建设基础,增强各要素支撑力量三方面着手建立的产业体系,有力激发了当地内生动力与造血机制,为地方发展提供了持续性动力。这也为河北省其他地域优化产业体系、实现乡村振兴提供了有效借鉴。The struggles for poverty eradication in Hebei Province have achieved a decisive victory.However,there are still arduous challenges of returning to poverty in the meantime.Consolidating the achievements of the struggles for poverty eradication and realizing rural revitalization has become a brand-new subject.Fuping County has formed a diversified industrial ecology through unremitting exploration.Its series of targeted measures of indus⁃trial poverty alleviation have established an industrial system from the three aspects:Making up for innate deficien⁃cies,transforming developing thoughts and expanding agriculture scale;fostering characteristic leading industries and enhancing marketing efforts by the“Internet Plus”model;tamping the foundation for the construction of the industrial system and strengthening the supporting forces of various elements.The above has powerfully stimulated the local endogenous power and hematopoietic mechanism,which provides sustainable power for local development.Meanwhile,it also provides an effective reference for optimizing the industrial system and realizing rural revitaliza⁃tion in other regions of Hebei Province.
