“双循环”新发展格局下广西边境口岸落地加工产业集群识别和评价研究——基于区位商法和BIS模型

摘　　要：在“双循环”新发展格局背景下,综合运用区位商和BIS模型,识别和评价广西边境落地加工产业集群发展水平。基于区位商法,结合广西边境口岸落地加工产业集群的特征,发现崇左市、防城港市落地加工产业集群程度较高。运用BIS模型从边贸资源集聚、产业网络及服务体系三方面对广西边境落地加工产业集群水平进行刻画,结果表明广西边境口岸落地加工产业集群仍处于初级阶段。在“双循环”背景下,需要借助广西自贸区、中越跨境经济合作区等重要平台,以制度创新为引领,积极推进高水平开放,扩大边境口岸边民互市落地加工规模,推动区块链技术在落地加工产业领域的融合创新,稳定优化产业链,以促进广西边境口岸落地加工产业集群可持续发展。Under the new development pattern of Double Circulation,this paper make integrated use of location quotient and BIS model to identify and evaluate the development level of landing processing industry clusters in Guangxi Border Port.Based on location quotient,and combined with the characteristics of Guangxi border port land⁃ing processing industry cluster,this study identifies that Chongzuo City and Fangchenggang City have a higher de⁃gree of landing processing industry clusters.Based on the BIS model,this study depicts the level of landing process⁃ing industry clusters in Guangxi Border Port according to border trade resource agglomeration,industrial network and service system,and the result shows that landing processing industry clusters in Guangxi Border Port are still in the primary stage.Under the new development pattern of Double Circulation,it is necessary to take advantage of Guangxi Free Trade Zone and cross-border economic cooperation zone between China and Vietnam and other impor⁃tant platforms,take institutional innovation as the guide,actively promote high-level opening,expand the landing processing scale of border trade at border ports,promote the integration and innovation of blockchain technology in the landing processing industry,and stabilize and optimize the industrial chain in order to promote the sustainable development of landing processing industry clusters in border ports.
