小城镇治理中“长鞭效应”形成逻辑、危害及其规避

摘　　要：发展小城镇是新型城镇化空间战略的重要组成部分,良好的治理秩序是小城镇持续发展的保障。小城镇治理由于道德风险、个体理性及治理结构失衡导致信息扭曲,造成的不确定性则强化了集体行动的困境,从而出现环境变异、决策失衡,引发政府失灵与市场失灵并存、过度承诺与民生滞后并存、冗余资产过剩与优效资产不足并存等“长鞭效应”。规避小城镇治理中的“长鞭效应”,增强小城镇的回应性和责任性,需要剪裁治理“长鞭”,增强治理主体的角色意识,通过技术“赋能”,融通治理环节,规避“长鞭效应”,实现小城镇健康、可持续发展。The development of small towns is an important part of the new urbanization spatial strategy and a good governance order is the guarantee for their sustainable development.The information distortion in small town governance is caused by moral hazard,individual rationality and the imbalance of governance structure,and the ensuing uncertainty increases the dilemma of collective action,resulting in environmental variation and unbalanced decision-making and leading to the"bullwhip effect"such as the coexistence of government failure and market failure,excessive commitment and protracted improvement of people's livelihood,and the surplus of redundant assets and insufficient efficient assets.To avoid the"bullwhip effect"in small town governance and enhance the responsiveness and responsibility of small towns,we need to conduct"bullwhip"governance in a tailored manner,improve the role consciousness of the parties leading the governance,and integrate governance links through technological"empowerment",so as to avoid the"bullwhip effect"and realize the healthy and sustainable development of small towns.
