摘　　要：进入经济发展的新时代,农村城镇化是一种共同的、相互依赖的趋势,城镇化在新时代的稳定和发展中起着关键作用。黑龙江省拥有独特的冰雪资源,冰雪产业和乡村的融合是旅游和城镇综合发展的客观要求。践行习近平总书记“绿水青山就是金山银山,冰天雪地也是金山银山”重要思想,冰雪产业和特色小镇的融合需要在三个层面上实现可持续发展——产业、制度和功能。In the new period of our economic development,urbanization is a development trend,and rural urbanization is a common and interdependent trend.Urbanization plays a key role in the stable and healthy development of the new period.Heilongjiang Province has unique ice and snow resources,and the integration of industry and countryside is the requirement of the comprehensive development of industry and city.The integration of special industries and special cities requires the realization of sustainable development on three levels--industry,system and function.
