政协协商与基层协商有效衔接的逻辑必然和实践旨趣

摘　　要：实现政协协商与基层协商的有效衔接是发挥人民政协专门协商机构作用的有效载体。习近平总书记强调,涉及人民群众利益的大量决策和工作主要发生在基层。要按照协商于民、协商为民的要求,大力发展基层协商民主,重点在基层群众中开展协商。面对经济社会转型和社会利益多元化,更加需要发挥政协协商在基层治理中的协商民主作用,通过凝聚共识和建言资政双向发力,打通民主协商"最后一公里",找到"最大公约数"。因此,政协协商必须精准介入基层协商,实现政协协商示范引领和基层协商升华凝聚的双向聚合,最终达到上情下达与下情上传的完美勾联。Effective coordination between CPPCC consultation and consultations at the community level is an effective vehicle for giving full play to the role of specialized consultative bodies of the CPPCC.Xi Jinping stressed that a large number of decisions and work involving the interests of the people mainly take place at the grassroots level.In line with the requirement that consultation be held by and for the people,we should vigorously develop consultative democracy at the community level,with the focus on consultation among the people at the community level.In the face of economic and social transformation and the diversification of social interests at the community level,it is all the more necessary to give full play to the consultative and democratic role of CPPCC consultation in community-level governance.By building consensus and providing advice and management of government,we can reach the“last mile”of democratic consultation and find the“greatest common divisor”.Therefore,CPPCC consultation must be accurately involved in grass-roots consultation,so as to achieve the two-way convergence of CPPCC consultation demonstration and guidance and sublimation and cohesion,and finally achieve a perfect link between the upper level and the lower level.
