摘 要:深化行政审批制度改革、提升行政审批部门的政务服务能力是优化地方营商环境的重要举措。湖北省在推动地方行政审批制度改革过程中,面临着改革受惠市场主体有限、涉企制度供给相对滞后、线下改革推进较慢、政务信息平台不完善、政企沟通机制不健全等问题,制约了省域营商环境的进一步提升。基于此,进一步深化行政审批制度改革,优化区域营商环境应从以下四个方面发力:一是优化顶层设计,明确政府职能定位;二是持续网络赋能,完善配套设施供给;三是强化问题导向,提升涉企服务质量;四是学习先进经验,增强地方政府改革主动性。Deepening the reform of the administrative examination and approval system and improving the government service capabilities of the administrative examination and approval departments are important measures to optimize the local business environment. In the process of promoting the reform of the local administrative examination and approval system, Hubei Province is facing problems such as limited market players benefiting from the reform, relatively lagging supply of enterprise-related systems, slow progress in offline reforms,imperfect government information platforms, and imperfect government-enterprise communication mechanisms.Restricted the further improvement of the provincial business environment. Based on this, to further deepen the reform of the administrative approval system and optimize the regional business environment, efforts should be made from the following four aspects: First, optimize the top-level design and clarify the positioning of government functions;Second, continue to empower the network and improve the supply of supporting facilities;Third,strengthen the problem Guide, improve the quality of services related to enterprises;fourth, learn advanced experience and enhance the initiative of local government reforms.
