政务大数据赋能政府治理现代化的逻辑、现实困境与调适对策

摘　　要：新兴信息技术叠加的数字时代,数据资源已然成为社会发展的新动能,激发政务数据资源中蕴含的巨大价值是政府数字化转型的着力点。要实现政务大数据对政府治理现代化的赋能,一是需要克服政务大数据归集与存储缺乏支撑、数据流转中的鸿沟与孤岛,以及数据应用不充分不智能的瓶颈;二是要在数据平台建设、数据开放与安全保障、数智治理场景应用等方面不断完善;三是要在基础平台统一规划建设的基础上,加快推进政务数据的开放共享,建立完善的数据安全制度和规范,促进数据流转,充分运用先进算法和技术挖掘数据价值,推动数据决策因果性向相关性的范式转移,实现政府治理的数字化、智能化。In the digital age where emerging information technology is superimposed, data resources have become a new driving force for social development. Inspiring the huge value contained in government data resources is the focus of government digital transformation. To realize the empowerment of government big data to the modernization of government governance, one needs to overcome the lack of support for government big data collection and storage, the gaps and islands in data flow, and the bottleneck of insufficient and unintelligent data applications. The second is to continuously improve in terms of data platform construction, data openness and security assurance, and application of digital intelligence governance scenarios. The third is to accelerate the open sharing of government data on the basis of the unified planning and construction of the basic platform, establish a complete data security system and norms, promote data circulation, make full use of advanced algorithms and technologies to tap the value of data, and promote the causality of data decision-making. The paradigm shift of sex,to realize the digitization and intelligence of government governance.
