双循环新格局下中国出版高质量“走出去”的价值链构建探析

摘　　要：在国内国际双循环新格局下,中国出版"走出去"面临新冠肺炎疫情导致全球出版价值链短期断裂、"逆全球化"导致中期脱钩、打破低端嵌入与现有价值链体系产生长期竞争的风险。为此,需要利用有效应对新冠肺炎疫情的优势修复出版价值链,增强中国出版高质量"走出去"感召力;找准双循环定位,有效应对"逆全球化"风潮引发的价值链脱钩的风险;通过在出版重点领域进行国内价值链重构、培育自主国际出版品牌、打造全球出版价值链链主、通过技术创新向新型产业链跃迁转型等手段,促进中国出版高质量"走出去"。Under the new pattern of international and domestic dual circulation,China’s publishing"going global"faces the risk of short-term breaks in the global publishing value chain because of the COVID-19 pandemic,mid-term decoupling due to reverse globalization as well as breaking low-end embeddedness and long-term competition with the existing value chain system.To this end,it is necessary to make use of the advantages of effectively coping with the COVID-19 pandemic to repair the publishing value chain and enhance the appeal of publishing high-quality"going global",which means accurately positioning dual circulation and effectively dealing with the risk of decoupling in the value chain caused by the trend of reverse globalization.Through restructuring the domestic value chain in key publishing areas,cultivating independent international publishing brands,building the"chain master"for the global publishing value chain,and transforming to a new industrial chain through technological innovation,we will promote the high-quality"going global"of China’s publishing industry.
