摘　　要：本文对国内2起救援过程的车辆脱钩事件(二次事故)进行了分析,介绍了2级安全链的使用步骤,并结合国外救援实例,提出规范拖拽事故车辆的安全行为和相关立法建议,以保障道路救援的安全。This paper analyzes two domestic vehicle decoupling accidents(secondary accidents)in the rescue process,describes the use of two-level security chain steps,and combined with foreign rescue examples,puts forward the safety behavior and relevant legislative suggestions to regulate the dragging of accident vehicles,so as to ensure the safety of road rescue.
