江苏省大一新生身体素质测试回溯生源地制度的反思与优化

摘　　要：运用文献资料法、逻辑分析法等研究方法对江苏省实施大学一年级新生身体素质测试情况回溯生源地的社会公告制度的演变进行研究,旨在发现回溯制度的不足之处,为江苏省今后更好地实施学生体质监测工作提供理论依据。研究结果表明:江苏省学生体质测试结果回溯生源地制度实现了测试时间由摸索至高效的转变,测试项目呈“初始—平稳—上升”发展态势,测试规则依据国家最新规定实施,测试全程逐渐由数据抽检转至全程监督,其内在的运行机制主要包括第三方测试机制、反馈机制和“柔性倒逼”机制。同时在地区综合评价排名、测试监督等方面依然存在不足之处。建议专门设计江苏省大学新生身体素质统计排名管理系统,根据得分比例计算排名,以提高各学校的重视程度;加强校际协同和数据共享,引入专业的第三方监测机构;强化全过程监督,提高测试程序的规范性,以期进一步完善回溯生源地制度。Using the research methods of literature and logical analysis,this paper studies the implementation of the physical fitness test of freshmen in Jiangsu Province and the evolution of the social announcement system of tracing back to the place of origin,in order to find the shortcomings of the tracing system and provide a theoretical basis for the better implementation of students’physical fitness monitoring in Jiangsu Province in the future.The results show that the system of students’physical fitness test results tracing back to the place of origin in Jiangsu Province has formed the evolution effect of the test time from exploration to high efficiency,the test items are developed from the stage of“initial-stable-rising”,the test rules are implemented according to the latest national regulations,and the whole test process is gradually changed from data sampling to whole process supervision.Its internal operation mechanism mainly includes third-party testing mechanism,feedback mechanism and“flexible back-up”mechanism.At the same time,there are still deficiencies in regional comprehensive evaluation ranking and test supervision.It is suggested to specially design the physical quality statistical ranking management system of freshmen in Jiangsu Province,and calculate the ranking according to the score proportion,so as to improve the attention of each school;strengthen inter school collaboration and data sharing,and introduce professional third-party monitoring institutions;strengthen the whole process supervision and improve the standardization of test procedures,in order to further improve the system of tracing back to the place of origin.
