摘　　要：重大决策社会稳定风险评估是防范化解重大社会风险、统筹发展与安全的制度保障。作为一项政策工具,"稳评"指向特定的政策目标。可根据两种导向对"稳评"进行类型划分,并选择典型案例进行比较分析,以对其类型演化做出学理阐释。研究发现:根据结果和过程两种导向,"稳评"制度的实施涵盖选择性评估、象征性评估、参与性评估和治理性评估四种类型;制度结构和主体结构两个因素不同的排列组合形塑了不同的评估类型。优化"稳评"制度设计、提升其实施效果,关键在于完善其制度结构和主体结构,充分发挥相关监管主体在其中的牵引作用。Social Stability Risk Assessment(SSRA)is a crucial institution for fending off and defusing major risks,putting emphasis on both development and security.As a policy tool,SSRA is designed for certain policy objectives.This research developed a typological analysis framework combining the result-oriented with process-oriented.Then it formed an explanation for types of SSRA through comparative analysis of typical cases.The result finds that SSRA is divided into four types,namely selective assessment,symbolic assessment,participatory assessment and governance assessment due to the different permutations of institution structures and subject structures.The key to optimize SSRA system design and improve the implementation effect is perfect the institutional structure and main structure,give full play to the leading role of relevant regulatory bodies.
