摘 要:河流生态流量是维系河湖生态功能、控制水资源开发利用强度的基础性指标,河流生态流量管控事关水安全保障和生态文明建设全局,具有基础性和先决性的重要地位。本文结合南通市河网水系特征,采用年最低水位频率法对南通市12条重点骨干河道的生态水位进行了分析计算,在分析梳理了南通市河流生态流量管控面临的河流生态特征与保护要求差异、水资源开发利用与调控差异、年内年际水文过程的不确定性等挑战的基础上,从明确河流保护对象与保护要求、加强水文监测与生态监管、强化科技研究等方面提出了基于南通市新时期河流生态流量管控措施,为加强区域河流生态流量管控提供技术支撑,促进南通幸福河湖建设,保障南通经济社会高质量发展。研究可为平原水网地区生态流量保障和管控工作提供经验。River ecological flow is the basic index to maintain the ecological functions of rivers and lakes and control the intensity of water resources development and utilization.The control of river ecological flow is related to the overall situation of water security and ecological civilization construction,and plays an important role in foundation and prerequisite.Combined with the characteristics of Nantong river network,this paper analyzes and calculates the ecological water levels of 12 key backbone rivers in Nantong by using the annual minimum water level frequency method,and analyzes and sorts out the differences in river ecological characteristics and protection requirements,differences in water resources development,utilization and regulation,On the basis of challenges such as uncertainty of inter-annual hydrological process during the year,this paper puts forward river ecological flow control measures based on Nantong in the new period from the aspects of clarifying river protection objects and protection requirements,strengthening hydrological monitoring and ecological supervision,and strengthening scientific and technological research,which provides technical support for strengthening regional river ecological flow control,promotes the construction of Happiness River and Lake in Nantong,and ensures the high-quality economic and social development of Nantong.The research provides rich practical experience for ecological flow protection and control in plain water network areas.
