摘  要:在2006年土地出让的市场化改革后,挂牌和拍卖出让开始占据绝对主导地位,尤其是挂牌替代协议成为城市政府最受欢迎的出让方式。针对该情形,文章利用从中国土地市场网获取的2007-2017年间城市建设用地的出让数据,首次比较系统地考察了城市政府不同用途土地的挂牌-拍卖出让策略及其相互关系。研究发现:一个城市距离港口越远,则城市政府越倾向于以挂牌方式出让工业用地和以拍卖方式出让商住用地,尤其是其中的住宅用地;随着财政和增长压力增大,那些地理禀赋差的城市政府会进一步提高工业用地挂牌出让的力度和商住用地,尤其是住宅用地拍卖出让的力度;如果地理禀赋差的城市政府更多地以拍卖方式出让住宅用地,则其会更积极地以挂牌方式出让工业和商服用地。这些实证结果表明,地方政府会根据自身禀赋条件而对不同用途土地采取不同的挂牌-拍卖出让策略。Listing and auction became the dominant way for city governments to lease urban construction land,especially listing takes the place of agreement to be the most popular lease method after the market-oriented reform of land leasing in 2006.In response to this situation,based on the listing and auction leasing data of urban construction land in China Land Market Network from 2007 to 2017,this paper studies the city government's land leasing strategies and their relationships for the first time.The main findings are as follow.First,the further a city is from the nearest big port,the more likely the city government is to lease industrial land by listing,but the more likely it is to lease commercial and residential land by auction,especially residential land.Second,with the increase of fiscal and growth pressure,those city governments with poor geographical endowments will further strengthen to lease industrial land by listing and lease commercial and residential land,especially residential land,by auction.Third,if a city government with poor geographic endowment leases more residential land by auction,it will more actively lease industrial or commercial land by listing to attract investment.These results indicate that,land with different usages has diferent functions,therefore city governments will adopt different land lease strategies for them according to their own endowment conditions.
