海南自由贸易港现代服务业发展路径研究:经济自由度视角

摘　　要：在国家发布的海南自由贸易港建设总体方案中,明确将现代服务业确立为自由贸易港的支柱产业之一。本文从理论与实证两个层面论证了经济自由度对现代服务业发展的重要作用。首先,通过理论分析,发现现代服务业发展的影响因素与经济自由度指数评价指标、海南自由贸易港制度设计等具有天然的一致性。其次,对80个经济自由度指数排名靠前的经济体进行了面板数据回归,实证结果表明:经济自由度对现代服务业发展水平存在显著正向影响,而且经济自由度与现代服务业发展水平之间存在明显的协调一致性。最后,借鉴中国香港、新加坡等高自由度经济体成功经验,为海南自由贸易港发展现代服务业设计了相应路径。In the overall plan for the construction of the Hainan Free Trade Port issued by the state,the modern service industry is clearly established as one of the pillar industries.This paper demonstrates the important role of economic freedom in the development of modern service industry from both theoretical and empirical levels.First,through theoretical analysis,it is found that the influencing factors of the development of modern service industry are naturally consistent with the evaluation indicators of the economic freedom index,the system design of Hainan Free Trade Port,etc.Secondly,a panel data regression is conducted on the top 80 economies in the economic freedom index.The empirical results show that economic freedom has a significant positive impact on the development level of modern service industry.And there is an obvious coordination and consistency between the economic freedom and the development level of the modern service industry.Finally,the paper designs the corresponding path for Hainan Free Trade Port to develop modern service industry by referring to the successful experience of high freedom degree of economies such as Hong Kong and Singapore.
