论以人民为中心领导型政党的中国之治——以“脱贫”和教育“双减”新政为例  

On the Rule of China by the People Centered Leading Party——Take the New Deal of“Poverty Alleviation”and“Double Reduction”in Education as an Example

摘　　要：在西方主流治理理论体系中,无论是以社会为中心的“没有政府的治理”,还是以国家为中心的“回归国家学派”,都无法有效解释并回应“中国之治”的科学性与有效性。“中国之治”是由系列问题导向的治理实践所构成,治理贫困的过程凸显了作为领导型政党的中国共产党对弱势群体的关照,“双减”新政则是中央顶层设计在节制资本中实现社会公正的重要举措。“脱贫”和教育“双减”新政的治理实践表明,中国之治是以人民为中心的国家治理,这是中国共产党立于不败之地的根本。“没有政府的治理”和“回归国家学派”在实践中都难以实现以人民为中心的治理,以人民为中心善治目标的实现只能依赖中国共产党这一领导型政党,而领导型政党的治理智慧和治理能力与中华优秀政治文明密不可分。In the western mainstream governance theory system,neither the society centered“governance without government”nor the country centered“return to the state school”can effectively explain and respond to the scientificity and effectiveness of“China’s governance”.“Governance of China”is composed of a series of problem oriented governance practices.The process of poverty governance highlights the care of the Communist Party of China and the state for vulnerable groups.The“double reduction”new deal is an important measure for the central top-level design to achieve social justice in controlling capital.The governance practice of the new deal of“poverty alleviation”and“double reduction”in education shows that the governance of China is a people-centered national governance,which is the fundamental for the Communist Party of China to remain invincible.“Governance without government”and“returning to the state school”are difficult to achieve people-centered governance in practice.The realization of people-centered governance goal can only depend on China’s leading political party,and the governance wisdom and governance ability of leading political parties are inseparable from China’s excellent political civilization.
