摘　　要：近代以来,"内参"成为民国政坛的关注要点,"九一八"事变前尚存的东北文化社即是典型样本。东北文化社受到国民党政权"党规"与"国法"的双重限制,被嵌入张学良主导的地方政府,具有对内指导、对外隐蔽的功能,稳固地方政权,由此展现出来的传播机制,有很大一部分是借助张学良结合"内参"的形式、以民间文化机构为掩护进行的。本文对1928年至1931年东北文化社"内参"传播机构的组成与特点、运作方式及相互间的博弈进行梳理,以图揭示这个长期被忽视的"内参"传播机构,并求略裨于新闻史研究工作。In modern times,"Internal Reference"gained a huge amount of attention among politicians in the Republic of China.A case in point is the Northeast Culture Community,which was established before the September 18 th Incident.The Community was oppressed by both the KMT’s party disciplines and the national laws.Besides that,it was embedded in the local government dominated by Zhang Xueliang.As a result,the community had dual function,containing internal guidance and external hidden.Zhang used the format of"Internal Reference",which was covered by private culture communities,aimed to build the dissemination mechanism,that aimed to solidify his own power in region.The paper is based on the analyzing of the organization structure and characters,operating system and mutual conflicts of the dissemination mechanism of internal reference in Northeast Culture Community,attempts to reveal the mechanism which has been neglected for a long time.The research is expected to be beneficial to the study of history of journalism.
