南水北调水资源在德州市区的应用

摘　　要：南水北调东线工程自江苏省扬州附近的长江干流引水,利用京杭大运河以及与其平行的河道输水,向黄淮海平原东部和胶东地区供水,鲁北段工程是南水北调东线一期工程的重要组成部分,主要为德州、聊城两市供水。德州市区位于山东省鲁北平原,是南水北调东线工程受水区。通过分析德州市区南水北调引江水开发利用情况,研究利用引江水存在的问题和制约因素,从水量、水质、水价3个方面提出了德州市区提高引江水开发利用率的对策及建议,积极引用南水北调长江水对优化德州市水资源配置,涵养当地水资源,保持人水和谐具有重要的意义。The Eastern route of the South-to-North Water Diversion Project will divert water from the main stream of the Yangtze River near Yangzhou, Jiangsu province, to the eastern part of the Huang-Huai-Hai Plain and Jiaodong region by means of the Beijing-Hangzhou Grand Canal and its parallel channels. The northern section of Shandong is an important part of the first phase of the Eastern route of the South-to-North Water Diversion project, mainly supplying water to Dezhou and Liaocheng.Dezhou city is located in north plain of shandong province, and is the water demand area of the South-to-north Water Diversion project.By analyzing the development and utilization of the river water diverted from the South-to-North Water Transfer Project in Dezhou City, this paper studies the existing problems and restrictive factors in the utilization of the river water diverted from the South-to-North Water Transfer Project, puts forward countermeasures and suggestions for improving the development and utilization rate of the river water diverted from the South-to-North Water Transfer Project in Dezhou City from three aspects of water quantity, water quality and water price, and actively quotes the Yangtze River water diverted from the South-to-North Water Transfer Project to optimize the allocation of water resources in Dezhou City, It is of great significance to maintain the harmony between man and water.
