摘　　要：美国科技战略随着世界技术革命、经贸格局、政治形势的变化处于动态调整之中,其科技战略调整更关注国际科技合作的“边界性”、联邦政府研发投入的“参与度”、中长期科技收益的“获得感”及对美国价值观的“认同感”。为此,我们应当对战略调整下中美科技走向及可能带来的影响做好研判,从客观认识国力、坚定发展信念、加强科技顶层设计、完善科技激励体制、夯实基础教育、坚持深层对话机制等层面,做好战略应对。American science and technology strategy is in the dynamic adjustment with the change of world technology revolution,economic and trade pattern and political situation.The strategic adjustment of science and technology attaches more attention to the“boundary”of international science and technology cooperation,the“participation”of the federal government in R&D investment,the“sense of gain”of medium and long term scientific and technological benefits and the“identification”with American values.To this end,we should judge the trend of science and technology both in China and the United States and its possible impact under the strategic adjustment,and make strategic responses from an objective understanding of national strength,firm belief in development,upgrade the top-level design of science and technology,improve the incentive system for science and technology,strengthen basic education,and maintain the bilateral dialogue.
