印度国家身份对南亚区域合作的影响--基于国家身份认知视角

摘　　要：南亚是世界上少数几个区域一体化程度较低的地区之一,其根源在于南亚区域合作发展中存在难以消解的障碍与问题。印度地区霸权国身份是导致南亚区域合作出现问题的深刻因素。南亚各国包括印度自身的印度国家身份认知状态对南亚区域合作产生着影响。印度地区霸权国身份认知一方面使印度忽视南亚小国利益而引发其不满情绪,导致南亚地区安全问题突显;另一方面使南亚小国恐惧印度国家身份而被迫依赖印度以求发展,造成南亚各国安全需求不对称。两种认知状态导致南亚国家关系矛盾与失衡、制度化联系程度较低以及合作意识分散等障碍性问题,深刻阻碍着南亚区域合作的发展状态与成效。South Asia is one of the few regions in the world with a relatively low degree of regional integration,whose root cause is related to the hard obstacles and problems in the development of regional cooperation in South Asia and exemplified in a regional hegemony through India’s national identity.The perceptions of India’s national identity by South Asian countries,including India itself,have a certain impact on the regional cooperation in South Asia.The perceptions of India’s national identity as a regional hegemony on the one hand make India ignore the interests of the smaller countries in South Asia,which leads to their dissatisfaction and results in the prominent security dilemma in South Asia;on the other hand,such perceptions make the smaller countries in South Asia fear India’s national identity which forces them to rely on India for development,resulting in the asymmetry of security needs of South Asian countries.The two perceptions lead to such obstacles as the contradiction and imbalance in the relations among South Asian countries,a low level of the institutionalized contact and the weakening cooperative consciousness which often set barriers to the development of South Asian regional cooperation.
