摘　　要：农村宅基地"三权分置"改革的重点是推进宅基地使用权规范有序流转。目前,在农村土地市场中致使宅基地使用权流转失范无序的隐性交易和违法建房现象依然存在。应从明晰农村宅基地权利归属、明确农村宅基地使用权流转主体、拓展农村宅基地使用权流转客体范围、科学设定农村宅基地使用权流转合同格式条款、丰富农村宅基地使用权流转方式、建立农村宅基地使用权流转监管长效机制、健全宅基地使用权价值评估体系等方面着手完善相关法律法规及政策,以助力于乡村振兴,促进城镇化发展,实现城乡一体化。The focus of the reform of"separation of three rights"of rural homestead is to promote the standardized and orderly transfer of homestead use right.At present,in China’s rural land market,there are still hidden transactions and illegal house building that lead to the anomie and disorder of the transfer of homestead use right.We should clarify the ownership of rural homestead rights,clarify the subject of rural homestead use right transfer,expand the scope of rural homestead use right transfer object,scientifically set the standard terms of rural homestead use right transfer contract,enrich the transfer mode of rural homestead use right,establish a long-term supervision mechanism for rural homestead use right transfer Improve the value evaluation system of homestead use right,and start to improve relevant laws,regulations and policies,so as to help rural revitalization,promote urbanization development and realize urban-rural integration.
