全民所有草原资源资产价值评估方法研究

摘　　要：为加强全民所有自然资源资产管理,摸清全民所有自然资源资产家底,健全国有资产管理情况报告制度,完善自然资源资产有偿使用制度,构建理论完备、规范有序、平稳运行的自然资源资产产权制度体系,很有必要开展全民所有自然资源资产价值评估研究工作。基于此,以全民所有草原资源资产为研究对象,初步建立草原资源资产的评估方法,并在试验区(30.30 hm^(2))开展全民所有草原资源资产实践评估研究,结果表明:试验区草地出租价格150元/(hm^(2)·a),干草价格约为600元/t,经评估,草地价值为4265.60元,干草价值为61067.39元,名义价值为5元,合计65337.99元。In order to strengthen the management of state-owned natural resource assets,find out the family status of state-owned natural resource assets,improve the reporting system of state-owned assets management,improve the system of paid use of natural resource assets,and build a natural resource asset property right system that is complete in theory,standardized and orderly,and operates smoothly,it is necessary to carry out research work on the evaluation of the value of state-owned natural resource assets.Based on this,takes the state-owned grassland resource assets as the research object,initially establishes the evaluation method of grassland resources,and carries out the practical evaluation research on the state-owned grassland resources in the experimental area(30.30 hm^(2)).The results show that the rental price of grassland in the experimental area is 150 yuan/(hm^(2)·a),and the price of hay is about 600 yuan/t.After evaluation,the value of grassland is 4265.60 yuan,the value of hay is 61067.39 yuan,the nominal value is 5 yuan,and the total is 65337.99 yuan.
