摘　　要：合村并居对于城市建设和农地复耕具有重要的现实意义,是实现脱贫攻坚目标、加快城镇化步伐的关键举措。在回顾近10年有关合村并居文献成果的基础上,梳理了合村并居中的各种乱象及成因,分析了合村并居工程对乡村建设的意义,总结了有效治理乱象的措施。综合来看,目前合村并居出现推进过急、对农民补偿不到位、新居建设资金短缺、农民生产生活受影响以及农民的合法权益得不到保障等方面的问题与乱象,基于此,结合中国农村地区的实际情况,提出建设更加合理的搬迁补偿机制、注重各地区特色、增加农民的归属感和认同感、充分尊重农民意愿等治理路径。最后,提出了合村并居乱象治理的对策,并对未来中国合村并居工程的发展前景进行了展望。The villages merged has crucial practical significance for urban construction and farmland restoration,and is a key measure to achieve the goal of poverty alleviation and accelerate the pace of urbanization.Based on reviewing the literature results on the villages merged in the past ten years,the various chaos in the villages merged and the causes were sorted out,the significance of the villages merged to rural construction was analyzed,and the effective management measures of chaos were summarized.On the whole,there are problems and chaos in the villages merged,such as rushing forward,inadequate compensation for farmers,shortage of funds for new home construction,impacts on farmers’production and life,and insecurity of farmers’legitimate rights and interests.Based on this,combining with the actual conditions of rural areas in China,a governance path was proposed for building a more reasonable compensation mechanism for relocation,focusing on regional characteristics,increasing farmers’sense of belonging and identity,and fully respecting farmers’wishes.Finally,the countermeasures for the chaos management of villages merged were put forward,and the prospects for the future development of villages merged projects in China were forecasted.
