摘　　要：跨界合作是欧盟区域政策的内容之一,"边界空间"在欧洲区域化的过程中成为越来越重要的治理单元。INTERREG区域间合作计划是欧盟跨界合作的重要策略工具。通过信息整理与空间可视化等综合分析,研究表明:(1)INTERREG计划是一种空间重构形式的区域发展策略,该计划在阶段性的实践中日趋成熟;(2)INTERREGⅤ的目标、类型与尺度、资金分配、合作领域等呈现出该计划的系统性与完备性;(3)该计划的合作类型划分与空间尺度紧密相关,不同尺度的跨界合作均呈现出治理上的尺度重组与联系上的网络化特征;(4)历史发展与场景化差异、制度化设计、基金政策、聚焦创新与文化激励以及共信共享的理念,这些是欧盟INTERREG计划的内在逻辑,同时也是欧盟跨界合作的优势与特性。Cross-border cooperation is one of the contents of EU regional policy,and"border space"has become an increasingly important governance unit in the process of European regionalization.The INTERREG plan is an important strategic tool for EU cross-border cooperation.Through comprehensive analysis of information arrangement and spatial visualization,the results show that:1)INTERREG is a regional development strategy in the form of spatial reconstruction,which is becoming more and more mature in practice.2)In fifth stage of INTERREG,it shows the systematicness and completeness characteristics in terms of goals,types and scales,fund allocation and cooperation fields.3)The division of the cooperation type is closely related to the spatial scale,and cross-border cooperation at different scales all shows the characteristics of rescaling in governance and networking in connection.4)Historical development and contextual differences,institutionalized design,fund policies,innovation and culture,and the idea of mutual trust and sharing are the internal logic of the EU INTERREG,as well as the advantages and characteristics of EU cross-border cooperation.
