摘　　要：1871年中日签订《修好条规》,时属广东的"琼州口"(今属海南海口)成为第一批向日本开放的通商口岸之一。1873至1906年间琼州先后被日本驻香港、广东领事馆交替纳入管辖范围,1906年以后归后者管辖。1939年日本占领海南岛并设置海口总领事馆,海南岛开始脱离广东成为独立的领事管辖区域。作为近代以来日本在海南岛设置的"正式"领事机构,海口总领事馆参与了岛内侨民管理、情报收集、殖民统治等相关工作,但在欲独占海南岛的日本海军势力排挤下,其领事活动基本被限定在海口、琼山等北部区域,活动内容也存在明显的局限性。尤其到占领后期,随着海军在岛内独占体制的形成,海口总领事馆基本上失去了其作为领事机构存在的实际意义,名副其实地成为了掩饰海军对海南岛领土野心的"形式机构"。With the Sino-Japanese Provisions of Cordial Relations signed in 1871,Qiongzhou used to be under the jurisdiction of Guangdong Province(now under the jurisdiction of Haikou,Hainan Province) became one of the initial trading ports open to Japan.From 1873 to 1906,Qiongzhou alternately came under the jurisdiction of the Japanese Consulate in Hong Kong and Guangdong.After 1906,it was under the jurisdiction of the latter.In1939,Japan occupied Hainan Island and established the Consulate General in Haikou.Since then,Hainan Island began to break away from Guangdong and became an independent consular jurisdiction.As an "official" consular agency established by Japan in Hainan Island since modern times,the Consulate General in Haikou participated in the management of the expatriates,intelligence gathering,colonial rule and other related affairs within the island.However,under the squeeze of the Japanese naval forces intending to monopolize Hainan Island,its consular activities,coupled with obvious limitations,were mainly limited to the northern regions such as Haikou and Qiongshan.Especially with the formation of the navy’s exclusive system in the island in the later period of the occupation,the Consulate General in Haikou basically lost the practical significance of its existence as a consulate and literally became a "nominal institution" to disguise the navy’s territorial ambition for Hainan Island.
