城乡融合发展趋势下城市移民土地粘度的形成机理与差异分析——基于湖南S乡的考察

摘　　要：探究不同层面的人地关系对当前农村土地制度改革与城乡融合发展具有重要意义。本研究基于湖南S乡的考察,分析了城市移民土地粘度的形成机理与类型差异。研究发现,城市移民与土地的粘度的形成取决于人们对土地的价值认知,即情感依恋影响下的感性认知和经济理性作用下的理性认知,且由于"人"和"地"两类因素的差别导致这种粘度在横向上呈现出了代际差异、偏好差异、土地类型差异和区位差异,在纵向上呈现出"弱"、"较强"和"强"等程度差异。基于此,文章提出了在农村土地制度改革过程中,既要注意保护土地财产,又要尊重人对土地的情感;在改革的具体措施上,应因地制宜,尊重区域及区位差异,并结合人与不同类型土地粘度关系的强弱程度,分类稳慎推进土地制度改革等政策建议。As for the current reform of rural land system and the urban-rural integrated development,importance should be attached to the exploration into the human-land relationship on the different levels.With an investigation into an S county in Hunan Province,this study analyzes the formation mechanism and type differences in the urban immigrants’ proximity to land.As shown in the results,the formation of the urban immigrants ’ proximity to land depends on their perception of the land value,involving the perceptual cognition under the influence of emotional attachment and the rational cognition under the influence of economic rationality.Furthermore,affected by the distinct factors of "people" and "land",this kind of proximity exhibits a few differences in the intergeneration,preference,land type and location on the horizontal level,along with some discrepancies of the "low", "high" and "higher" degrees on the vertical level.Hence,attention should be paid to the protection of land property and the respect for people’s feelings towards land in the reform of rural land system.The specific reform measures should be taken in accordance with local conditions,taking into account the regional and location differences.Furthermore,the reform of land system,while resorting to the different degrees of people’s proximity to the specific types of land,must be promoted steadily and cautiously in terms of different types.
