摘　　要：随着我国铁路规模的不断扩大,中国铁路已从“大建设”阶段迈入“大运营”阶段,面对社会经济发展的新趋势、人工智能等新兴技术的新发展、“交通强国”“走出去”的新战略,中国铁路客货运输也迎来发展的新形势。在此形势下,运输效能和服务水平作为衡量铁路客货运输组织工作效率和质量的重要指标,其提升至关重要。本文通过分析客货运输发展的新形势,介绍了客货运输效能与服务水平的内涵,随后基于影响客货运输两层面的指标,提出当前新形势下影响客货运输全过程效能与服务水平的五大关键核心指标,为建立适应大规模路网、差异化需求的铁路客货运效能与服务水平提升体系提供理论支持。With the continuous expansion of China's railway scale,China's railway has stepped from the massive construction stage to the intensive operation stage.Facing the new trend of social and economic development,the new development of emerging technologies such as artificial intelligence,and the new transportation power and overseas-oriented strategies,China's railway passenger and freight transportation ushered in a new development situation.In the new situation,transport efficiency and service level as an important indicator to measure the efficiency and quality of railway passenger and freight transport organization work,its improvement is very important.Based on the analysis of the new situation of passenger and freight transportation development,this paper introduces the connotation of passenger and freight transportation efficiency and service level.Then,based on the indicators affecting passenger and cargo transportation,it puts forward five key core indicators that affect the whole process efficiency and service level of passenger and freight transportation under the current new situation,it provide theoretical support for the establishment of railway passenger and freight transport efficiency and service level improvement system framework to adapt to large-scale road network and differentiated demand.
