摘　　要：英国在21世纪之前就形成了以"英国制度"为核心的毒品治理机制。21世纪以后,新型毒品的涌现、跨国贩毒集团的扩张以及暗网交易模式的形成给包括英国在内的世界各国的禁毒工作都带来了巨大挑战。为了应对这一变化,英国政府在"危害最小化"原则的指引下陆续出台了一系列禁毒法案与禁毒政策。分析英国毒品治理机制的发展、变革与完善过程及其实施效果,不仅有助于进一步探究世界毒品前沿问题,同时亦能对我国的毒品治理问题有所镜鉴。Before the 21 st century,the UK has formed a drug control mechanism with the"British system"as the core.After the 21 st century,the emergence of new drugs,the expansion of transnational drug cartels and the formation of the dark web trading pattern have brought great challenges to the drug control work of countries around the world including the UK.In order to cope with this change,the British government introduced a series of drug control bills and policies under the guidance of the principle of"harm minimization".The analysis of the development,reform and improvement process of the drug control mechanism in the UK and its implementation effect will not only help to explore the frontier problem of drug control in the world,but also provide a mirror for the problem of drug control in China.
