摘　　要：[目的/意义]大数据时代下的信息迷雾困境是新时期国家安全与发展所面临的重大挑战,如何有效应对虚假信息是突破信息迷雾的重要研究议题之一。为有效发挥情报支撑国家发展战略决策的作用,结合实践经验和理论方法探寻应对虚假信息的情报工作基础建设对策是提升情报体系能力的有效突破点。[方法/过程]从当前"信息疫情"的大背景出发,厘清信息迷雾困境中对虚假信息的基本认知,并在总结现有研究和对美国、欧盟应对虚假信息的案例分析基础上,引入生态理念,构建应对虚假信息的情报工作模型,最终从信息生态主体要素和信息生态环境要素的视角提出应对虚假信息的情报工作基础建设对策。[结果/结论]应对虚假信息的情报工作基础建设需要加强信息治理主体间的协作力度;通过情报专业化教育与普及教育并行的方式提升情报人才培养水平和公众情报素养;优化信息治理制度,开发专业技术工具,健全管理与评价机制,夯实有效应对虚假信息的情报基础。[Purpose/significance]The dilemma of information fog in the era of big data is a major challenge to national security and development in the new era.How to effectively deal with disinformation is one of important research topics to break through the information fog.In order to effectively play the role of information in supporting national development strategic decision-making,combing practical experience and theoretical methods to explore countermeasures for the establishment of information-work infrastructure to deal with disinformation is an effective breakthrough point to enhance the ability of the information system.[Method/process]Starting from the background of the current"information epidemic",this paper clarified the basic understanding of disinformation in the dilemma of information fog,introduced ecological concepts on the basis of summarizing existing research and case analysis of the United States and the European Union to deal with disinformation,and built an information-work model to deal with disinformation.Finally,it put forward solutions of the establishment of information-work infrastructure to deal with disinformation from the perspective of subject elements and environment elements of information ecology.[Result/conclusion]This paper believes that it needs to strengthen the collaboration among different entities of information governance to deal with disinformation,improve the training level of information talents and the information literacy by the parallel of specialized information education and universal education,optimize the information governance system,develop professional technical tools,improve management and evaluation mechanisms,and finally form an information foundation for effectively dealing with disinformation.
