摘 要:新输变电工程环评导则和环评报告表内容和格式实施后,出现了对输变电工程环评报告表适用类别及关于输变电工程生态环境敏感区、生态环境影响评价工作等级确定等方面的争议。本文旨在结合国家相关政策文件及环境保护管理要求,本着务实的态度分析探讨相关规定要求及如何执行,为输变电工程建设项目环境影响评价提供理论指导和帮助。结果表明,输变电工程应套用生态影响类报告模板;输变电工程应关注的敏感区为分类管理名录中的第一类敏感区;确定输变电工程生态影响工作等级时应以项目是否涉及生态敏感区作为判定项目影响区域的生态敏感性的依据。After the implementation of the EIA guidelines and the contents and format of the EIA report form of the new power transmission and transformation project,there have been disputes over the applicable categories of the EIA report form of the power transmission and transformation project,as well as the determination of the eco-environmental sensitive area of the power transmission and transformation project and the grade of the eco-environmental impact assessment.This paper aims to analyze and discuss the relevant regulations and requirements and how to implement them in a pragmatic manner in combination with the relevant national policy documents and environmental protection management requirements,so as to provide theoretical guidance and help for the environmental impact assessment of power transmission and transformation projects.The results show that the ecological impact report template should be applied in power transmission and transformation projects;The sensitive areas that the power transmission and transformation project should pay attention to are the first category of sensitive areas in the classified management directory;When determining the ecological state impact level of the power transmission and transformation project,whether the project involves ecological sensitive areas shall be taken as the basis for judging the ecological sensitivity of the project affected areas.
