摘 要:[目的]了解江苏省疾控机构人力资源的配置现状,分析其配置公平性,发现存在的问题并提出相应的建议,为江苏省进一步优化疾控机构的人力资源配置提供参考。[方法]利用2018年江苏省疾控机构人力资源数据,对江苏省疾控机构人力资源现状与结构进行描述,采用集聚度和泰尔指数对人力资源配置公平性进行分析。[结果]江苏省2018年疾控机构在职人员共有8004人,每万人口疾控人员约为0.99人,按人口、地理和经济分布的总泰尔指数分别为0.0060、0.0400和0.0257,苏南、苏中和苏北的人力资源集聚度(HRADi)分别为1.66、1.00和0.66,人力资源人口集聚度(HRPADi)分别为1.06、1.06和0.91。[结论]江苏省疾控机构人力资源配置总量不足,基层机构人力资源结构不合理,各地区之间配置不均衡,按地理分布的公平性较差,其不公平受地区内和地区间差异双重影响。应当加大对疾控机构的投入,给予基层机构政策倾斜;健全人才准入、培训和考核机制,提升人员素质;缩小地区差异,优化人力资源配置公平性。Objective To understand current situation of human resource allocation in CDC in Jiangsu Province,analyze its fairness,find out the existing problems and put forward corresponding suggestions so as to provide basis for further optimizing the human resource allocation of CDC in Jiangsu Province.Methods Based on the data from human resource of CDC in 2018 in Jiangsu Province,current situation and structure of human resources in CDC in Jiangsu Province were described,and the fairness of human resource allocation was analyzed by agglomeration degree and Theil index.Results In 2018,there were 8004 employees in CDC in Jiangsu Province,with about 0.99 CDC employees per 10000 population.The total Theil index of population,geography and economy was 0.0060,0.0400 and 0.0257 respectively.The HRADi in southern,central and Northern Jiangsu was 1.66,1.00 and 0.66 respectively,and the population aggregation was 1.06,1.06 and 0.91 respectively.Conclusions The total amount of human resources in CDC in Jiangsu Province is insufficient,the structure of grass-roots human resources is unreasonable,the allocation among regions is unbalanced,and the fairness according to geographical distribution is poor.The unfairness is affected by dual influence of the differences within and between regions.We should increase the input for CDC,policy preference should be given to grass-roots institutions;Personnel access,training and assessment mechanisms should be improved,as well personnel quality;Regional differences should be narrowed,and fairness of human resource allocation should be optimized.
