云南省富源县自然保护地整合优化初探

摘　　要：根据2019年6月,中共中央办公厅、国务院办公厅印发实施的《关于建立以国家公园为主体的自然保护地体系的指导意见》要求,在对云南省富源县不同级别、不同类型的自然保护地开展详细摸底调查的基础上,剖析保护地存在的空间重叠、现实矛盾冲突、历史遗留问题、保护与发展矛盾突出等问题,提出自然保护地整合优化预案建议:①建议空间重叠区域保留为富源十八连山省级自然保护区;②非重叠的一般控制区,即十八连山国家森林公园北面,因矛盾冲突和历史遗留问题较突出,建议调出国家森林公园范围;③将县城周边资源禀赋较好,具有一定保护价值且尚未纳入保护地的区域,新建立一个森林自然公园。整合优化后保护地类型和级别未发生较大改变,保护对象不变,保护地不再交叉重叠,矛盾冲突和历史遗留问题也得到有效解决且未新增新的矛盾冲突。In June 2019,the General Offices of the CPC Central Committee and The State Council issued and implemented the Guiding Opinions on The Establishment of a System of Protected Natural Areas with National Parks as the Main Body.Based on detailed investigation of different levels and types of protected natural areas in Fuyuan County,Yunnan Province,this paper analyzes the existing problems of spatial overlap,realistic conflicts,historical problems,and prominent contradiction between protection and development in the protected areas,and puts forward the suggestions for the integration and optimization of the protected areas:①it is suggested that the spatial overlap area be reserved as the provincial nature reserve of Shibalianshan in Fuyuan;②the non-overlapping general control area,namely the north of Shibalianshan National Forest Park,is suggested to be transferred from the scope of national forest park due to conflicts and historical problems.③A new forest natural park will be established in the area around the county with good resource endowment and certain protection value that has not been included in the protection area.After integration and optimization,the types and levels of protected areas have not changed significantly,protected objects remain unchanged,protected areas no longer overlap,conflicts and historical issues have been effectively resolved and no new conflicts have been added.
