论完善传统基础设施与乡村振兴的关系

摘　　要：在全面进入小康社会的现阶段,我国经济严重短板之一仍是农村经济发展乏力,致因主要是二元制度下农村基础设施建设不足,其中传统基础设施建设差距已经很大,更遑论“新基建”。一些学者近来突出强调依靠新基建拉动经济增长,而往往忽略我国仍存在严重的二元城乡差距。充分肯定“新基建”在拉动经济增长上所发挥的重要作用,着重分析和阐述了农村传统基建的相对不足,指出应当在“十四五”城乡一体化建设中首先大力度完善农村传统基础设施,同时也相应发展“新基建”。据此安排基建投资,才能够更有效地促进国民经济持续平衡发展,缩小城乡基建鸿沟及数字鸿沟,消除城乡发展不均衡,逐步过渡到共同富裕的一元现代经济。At the present stage when China is entering a moderately prosperous society in all respects,one of the serious weaknesses of China’s economy remains the lack of momentum for rural economic development,which is mainly due to the insufficient rural infrastructure under the urban-rural dual structure.In terms of traditional infrastructure construction,there is already a big gap between urban and rural areas,let alone the New Infrastructure.In recent years,some scholars stress the boosting of economic growth by resorting to the construction of the New Infrastructure,while ignoring the serious dual urban-rural gap in China.This paper,fully recognizing the important role of the New Infrastructure in boosting economic growth,places more emphasis on the analysis and elaboration of the relative deficiency of rural traditional infrastructure,and points out that China should make great efforts to improve rural traditional infrastructure for the integration of urban and rural areas in the 14th Five Year Plan period,and meanwhile,develop the New Infrastructure.Only by allocating infrastructure investment as mentioned above can China more effectively promote the national economy in a sustainable and balanced way,narrow the urban-rural infrastructure gap and digital divide,balance the development of urban-rural areas and make a gradual transition to a unitary modern economy featuring common prosperity.
