文化治理视域下农家书屋转型模式研究

摘　　要：农家书屋的发展变迁与城乡体制改革、均等化服务以及乡村振兴相关联。当前,农家书屋虽已全面覆盖,但仍存在制度层面的权利与责任失衡、服务层面的供给与需求割裂和错位以及使用层面的数字化时代下需求偏移与弱化问题。本文从文化治理视角出发,研究分析农家书屋转型模式,并从加强政府顶层设计、夯实农家书屋教育基础、健全农家书屋防范化解突发公共事件机制等方面,提出农家书屋发展建议。The development and changes of rural library is associated with rural-urban system reform, equalization service and rural revitalization, though it has achieve full coverage, there still exist many problems such as imbalance of rights and responsibilities at the system level, separation and dislocation of supply and demand at the service level, deviation and weakening of demand in the digital age at the use level, from the perspective of cultural governance, the paper analyses the transformation mode of rural library, and puts forward development suggestions of rural library, involving strengthening top-level design of government, consolidating the foundation of education, as well as perfecting preventing and defusing mechanism of public emergency.
