摘　　要：中国纵向政府间关系的调整,是贯穿行政体制改革过程的核心问题之一。剖析政府结构与其运行过程的互动机制可以发现,共生理论能够较好地解释在权力的“集中-分散”框架下“职责同构”得以维持较强生命力的问题。随着纵向政府间关系的调整思路由权力集中、分散向“确权”转变,以及“职责同构”的“重构”,需要瓦解旧的共生关系、逐步建立新的平衡,从而构建具有中国特色的政府职责体系。作为政府职责体系构建过程中重要的创新性制度安排,权责清单制度通过反馈、巩固和调配三个核心机制发挥其制度性功能,正在实现以机制调整带动结构优化这一目标。通过改革不断完善其核心机制,为其作用发挥创造有利条件,将是下一阶段完善权责清单制度的落脚点和重要任务。The adjustment of China’s vertical intergovernmental relations is one of the core issues throughout the process of administrative system reform.By analyzing the interaction mechanism between the government structure and its operation process,it can be found that symbiosis theory can better explain the problem that the“Isomorphic Governmental Responsibility”can maintain strong vitality under the framework of“centralization-decentralization”of power.With the transformation of the adjustment of vertical intergovernmental relations from centralization and decentralization of power to“confirmation of power”,the“Reconstruction”of“Isomorphic Governmental Responsibility”needs to disintegrate the old symbiotic relationship and gradually establish a new balance,so as to build the“Governmental Responsibility System”with Chinese characteristics.As an important innovative institutional arrangement in the process of building the“Governmental Responsibility System”,“the Power and Responsibility List System”plays its institutional function through three core mechanisms of feedback,consolidation and allocation,and is realizing the goal of promoting structural optimization through mechanism adjustment.Constantly improving its core mechanism and creating favorable conditions for its role through reform will be the foothold and important task of improving“the Power and Responsibility List System”in the next stage.
