农户土地收益分配满意度的影响因素研究——基于山东省调研数据

摘　　要：农户的土地收益分配满意度是土地收益分配制度绩效的衡量基准,是深化农村土地制度改革的重要关注点。在农户土地收益分配满意度影响因素理论解析的基础上,实地采集山东省微观农户数据,应用Logit、Probit两种模型进行回归分析,实证研究了农户土地收益分配满意度的主要影响因素。结果表明,农户的土地配置状态和所在集体组织的发展水平是影响农户土地收益分配满意度的主要因素;按照重要程度排列,表征农户土地配置状态的变量依次为家庭人均承包地面积、承包地被征收占用对家庭生活水平影响情况和家庭人均收入,代表集体组织发展水平的变量依次为农户对集体内土地纠纷发生数量的评价、村集体经济实力和集体经济组织发展情况。基于此,下一步农村土地收益分配制度改革的政策着力点应为:优化土地权利配置结构,厘清农地主体间土地收益权边界;优化组织结构,重塑我国农村集体经济组织;建立土地收益调节机制,设立农村土地收益调节基金。The satisfaction of farmers with land income distribution is a benchmark for measuring the performance of the land income distribution system and an important focus of deepening the reform of the rural land system.Based on the theoretical analysis of the factors influencing the satisfaction of farmers’land income distribution,the micro-farm data of Shandong Province was collected on the spot,and Two models of Logit,Probit were used for regression analysis.The results show that the land allocation status of the farmers and the level of development of the collective organization are the main factors that affect the satisfaction of the farmers’income distribution;According to the importance,the variables that characterize the land allocation status of the farmers are the per capita contracted land area,the impact of the expropriation and occupation of the contracted land on the family living standard and the per capita income of the family.The variables representing the level of collective organization development are,in turn,the farmers’evaluation of the number of land disputes within the collective,the village’s collective economic strength and the development of the collective economic organization.Based on this,the policy focus of the next reform of the rural land income distribution system should be optimizing the structure of land rights allocation,clarifying the boundary of land income rights among the main bodies of agricultural land;optimizing the organizational structure of rural areas,reshaping the rural collective economic organization in China;establishing a land income adjustment mechanism and a rural land income adjustment fund.
